The Cost of Doing Nothing: Heat Adaptation and Europe’s Economic Future

Europe has just lived through another summer of extreme heat. The instinct is to talk about this as a public health story, and it is one. We need to adapt to protect the most vulnerable among us, and the millions of workers who face heat stress every day while producing our food and building our homes.

But this is not only a health story. Left unmanaged, it is also a story about the future of entire industries and the European economy itself.

A Live Cost Line on Europe’s Economy

Heat does not wait for a single dramatic event to show up in the numbers. It works its way through the economy in stages: it hits people and productivity first, then tax revenue and GDP and healthcare systems. Every stage carries a price, and every stage is already being paid.

Heat stress is a €160 billion a year drain on the European economy, combining healthcare costs and lost productivity.

That is not a forecast. It is a current, recurring cost, and it is the reason adaptation should be read as a way to stop a cost that is already accumulating, not as a discretionary expense.1

Allianz Research’s stress scenario replays each country’s five hottest years on record from 2026 to 2030. Of the combined $638bn in cumulative GDP losses across these four economies, here’s how it splits.

The Numbers Behind the Headline

The EUR 160 billion figure is the headline. The detail underneath it is what should get the attention of corporates, investors and supply chain managers:

Left unaddressed, heat-driven productivity losses in the EU will hit at least EUR 17 billion a year by 2030.2

Every degree above 30°C costs Europe roughly 3% of labor productivity, while pushing cooling energy demand up another 1.2%, a double economic penalty for a warming continent.3

Europe’s four biggest heat-exposed economies, France, Italy, Germany and Spain, face, a 5-7% GDP hit under a worsening-heat scenario.4

The same report estimates annual tax revenue losses from heat-driven output loss at 1.8% in France, 1.3% in Italy and Spain, and 0.7% in Germany.5

Taken together, these figures describe a risk that behaves like a structural drag on growth, not a seasonal inconvenience.

A Workforce Already Under Strain

The economic numbers start with people. Nearly 1 in 3 workers in the EU are now exposed to dangerous heat on the job, the fastest-growing exposure rate of any region on earth since 2000.6 And 1 in 14 EU workers has already fallen ill from heat at work, proof this is a current workforce risk, not a future one.7

The Human and Healthcare Toll

Heat-related workplace injuries in Europe are rising faster than anywhere else in the world, part of a global toll of 22.85 million injuries and nearly 19,000 deaths in a single year.8

This is likely only the tip of the iceberg, given the lack of systematic registration of heat related illness and death among workers. Occupational heat exposure is rarely captured as a distinct cause in labour statistics, so the true scale of the problem remains largely undocumented. Mortality data for the general population, including the elderly, people with underlying health conditions and other vulnerable groups, is comparatively well tracked.

In Europe specifically, an estimated 62,775 heat-related deaths within the population as a whole occurred between 1 June and 30 September 2024, a 23.6% rise in summer 2023. Italy recorded the highest national toll, at over 19,000 deaths.9 And that is likely only a fraction of the true toll: registration of heat-related injuries and deaths, especially those linked to work, remains far below standard across Europe.

Heat now kills at least 175,000 people a year across the WHO European Region, a death toll that has climbed 30% in two decades.10

Heat-related mortality has worsened in 820 of 823 European regions, essentially the entire continent, with southern and south-eastern Europe bearing the sharpest increases.11

Adaptation Is a necessary Investment, Not a Cost

Every euro spent on heat protection today is a euro saved on lost productivity, healthcare costs and lives tomorrow. Adaptation is not a cost. It is the investment Europe can no longer postpone.
